With over 25 years of experience in statutory and strategic planning in both the United States and Australia, Jules has worked extensively in urban and rural environments across government and private sector roles focusing on infrastructure planning, industrial land development, and master planning.

 Jules’ collaborative and outcome-driven approach has shaped a range of large-scale projects, delivering innovative planning solutions across diverse sectors.

Key project experience includes:

  • Level Crossing Removal Projects: Led planning approvals for projects across Melbourne, including the Caulfield to Dandenong project and over-station developments at St. Albans Station.
  • Building Victoria’s Recovery Task (BVRT): Project Manager the State Government’s post-COVID BVRT program focused on fast-tracking planning assessments for projects in rural Victoria including community infrastructure, industrial developments, and social housing projects.
  • SPC Modernisation Project: Planning leader for SPC Ardmona's $100 million renewal project in Shepperton, securing major planning approvals to support redevelopment under tight timeframes.
  • Epping Food Hub Master Plan: Led the planning and design aspects of this project for the Department of Jobs, Precincts and Regions. Jules collaborated with transport planners, financial analysts, engineers, and land development specialists to prepare design options for a 50-hectare site adjoining the Melbourne Market.
  • Data Centre Projects: Principal planner for numerous data center development projects in Victoria, including Microsoft and Equinix, providing site selection advice, engaging with government agencies, and managing planning approvals.

Jules holds a wealth of experience in transport infrastructure, defense projects, and statutory planning approvals, with a proven ability to manage technical teams and stakeholder engagement processes.

Prior to joining Ethos Urban, Jules served as the ANZ Planning Capability Leader at Aurecon, where they oversaw a national planning team and coordinated major project bids.

Jules’s extensive background in planning approvals, design process integration, and stakeholder engagement makes them a key contributor to the Ethos Urban multidisciplinary team.
