Supporting clients through the environmental assessment of State Significant projects in NSW.
In New South Wales, all State Significant Development (SSD) and State Significant Infrastructure (SSI) projects are required to include a declaration from a Registered Environmental Assessment Practitioner (REAP) as part of the Environmental Impact Statement (EIS).
Ethos Urban has experienced team members who hold REAP certification under the NSW Government’s accredited REAP schemes. This enables us to provide EIS quality assurance for State significant projects in accordance with the Environmental Planning and Assessment Regulation 2021.
We apply this capability within an integrated planning and assessment framework, working closely with clients to prepare high-quality, policy-aligned EIS documents that are suitable for public exhibition and formal assessment.
What is a REAP?
A Registered Environmental Assessment Practitioner (REAP) is a qualified and experienced individual, certified under an accredited scheme, who provides a quality assurance review of EISs for SSD and SSI projects. A REAP declaration confirms that:
-
The EIS meets the requirements of the Environmental Planning and Assessment Regulation
-
The content is complete, accurate and not misleading
-
The document is clear, legible and ready for public exhibition
-
All information required under the REAP Guidelines has been included.
This process is now mandatory for all SSD and SSI EISs submitted in NSW.
Our Approach
Ethos Urban’s REAP capability is integrated into our environmental assessment services. We take a holistic project approach, ensuring that:
-
EIS requirements are addressed from the outset
-
REAP declarations are planned as part of the overall assessment strategy
-
Environmental, planning and technical disciplines are coordinated to support a clear and consistent EIS
We draw on our in-house REAPs not just for sign-off, but as part of a broader team with specialist knowledge of NSW planning pathways, environmental policy and major project delivery.
Proven Capability Across Complex Projects
Ethos Urban has long been trusted to lead the environmental assessment of major urban renewal, infrastructure and precinct-scale projects across NSW. Our team understands the assessment pathways for SSD and SSI and how to integrate environmental, statutory and community considerations into robust and responsive EIS documentation.
Our team has supported the assessment of SSD and SSI projects across a range of sectors including:
-
Urban renewal precincts
-
Large-scale residential and mixed-use developments
-
Industrial and employment land projects
-
Transport and infrastructure proposals

Cultural, tourism and public facility developments
Our REAP capability ensures that our clients' projects progress without unnecessary delays, backed by the confidence that the EIS will meet the Department’s requirements.
