Ethos Urban and Otium Planning Group were engaged by Liverpool City Council to prepare a Social Infrastructure Master Plan for the suburb of Miller, helping to facilitate sustainable community outcomes for the future of the Miller’s population and surrounding communities, to ensure the supply and operation of essential community facilities meets the needs of the existing and future community.  

Ethos Urban and Otium Planning Group were engaged by Liverpool City Council to prepare a Social Infrastructure Master Plan for the suburb of Miller, helping to facilitate sustainable community outcomes for the future of the Miller’s population and surrounding communities, to ensure the supply and operation of essential community facilities meets the needs of the existing and future community.  

The Master Plan provided direction for Council and the community regarding future management of the current active and passive parks, reserves, sports fields and aquatic facilities managed and guide the future provision of new assets and facilities, to invigorate the area, improve residents’ health and wellbeing, and access to opportunity, and support improved social sustainability outcomes for the area over the long term. 

Extensive stakeholder and community engagement was undertaken by Ethos Urban to deepen the understanding of key values of the local community. Engagement activities included facilitating two workshops with Council officers and local community leaders, interviews with key stakeholders in Miller, hosting a community online forum and survey, issuing media releases, social media promotion and providing updates in Council’s e-newsletter. 

This multifaceted Master Plan included Ethos Urban’s in house experts across social strategy, urban design and engagement. The Social Infrastructure Master Plan takes into consideration a needs analysis, exploring the provision and status of social infrastructure and service provision, against key benchmarks for social infrastructure planning. It also includes a high-level design to allow for further engagement and feedback. In addition, an implementation plan was developed which identifies delivery partners and sponsors to allow Council to roll-out the substantial infrastructure improvements over time.
