Ethos Urban was commissioned by the Department of Regional NSW to prepare a Masterplan for the Albury Regional Jobs Precinct. The Regional Jobs Precincts play an important role in achieving the NSW Government’s 20-year economic vision for Regional NSW. Underpinned by technical studies, the precinct looks to offer an improved planning pathway, aiming to reduce the cost and time associated with establishing or expanding business within the precinct.
The Precinct covers an area of 1,200 hectares and is located 10 kilometres north of the Albury central business district. It is strategically located along the Inland Rail corridor and the Hume Highway, with connections to other regional centres in New South Wales and Victoria. The Albury precinct leverages significant existing investment in the NEXUS Industrial Precinct (part of the Albury-Wodonga Regional Deal) and has identified potential areas for expansion to attract new and existing businesses. With the overall aim of delivering more jobs for the region.
Ethos Urban combined its Strategic Planning, Urban Design, Social Strategy and Economics services to provide recommendations and opportunities for the precinct. These included recommendations for targeted funding or infrastructure projects that may catalyse additional private sector investment. The master plan also recommended a tailored assessment and approval process for projects that are aligned with the vision and objectives. This included detailed recommendations for LEP and DCP provisions to deliver specific precinct-wide objectives and outcomes.
Ethos Urban adopted a collaborative approach through all stages of the project, providing planning advice, urban design, social strategy and economic analysis to deliver a holistic masterplan. This work has informed the Departments finalisation of the Albury Regional Jobs Precinct Masterplan recognising the important role of regional centres like Albury to stimulate economic growth and diversification in key regional hubs.

- Consideration of strategic and statutory planning, ranging from National, State, Regional and Local context.
- Urban design site visit and analysis from both regional and local levels.
- Opportunities and constraints summary.
- Two integrated online workshops testing a series of options against the draft vision with a larger stakeholder group and subject experts.
- Baseline analysis reporting from project specialists.
- A clear structure for the Precinct including the impact of the structure on environmental, existing industrial operations, sensitive land uses and future growth.
