Croydon Master Plan, NSW (2024-current)
Ethos Urban worked with Burwood Council to develop the Draft Croydon Housing Investigation Area (HIA) Master Plan, responding to the NSW Government’s Transport Oriented Development (TOD) Program.
The Draft Croydon HIA Master Plan outlines a strategic approach to urban renewal while balancing the need for increased housing capacity and the protection of heritage areas. Positioned between Burwood and Croydon Stations, the HIA provides an opportunity to enhance liveability through high-quality public domain improvements, active transport networks, and open space amenity. The plan proposes higher densities closer to Burwood Town Centre, transitioning to lower densities near Croydon to maintain the area's heritage character.
It proposes a range of public domain upgrades and improvements focused around increasing walkability and active transport connectivity, while providing much-needed open space amenity for existing and future residents. This city-shaping project was led by our design team, in close collaboration with our strategic planning and social strategy teams.
Following public exhibition at the end of 2024, Ethos Urban prepared alternative master plan options for Council’s consideration. Council’s preferred option, the Croydon Alternate Master Plan to the NSW TOD, was adopted in January 2025.
The Alternate Master Plan presents a structured approach to delivering new housing in close proximity to public transport while preserving the unique heritage and identity of the area. By integrating place-based design principles and improved connectivity, the plan supports sustainable urban renewal that aligns with the objectives of the NSW Government’s TOD Program.
