Seven Hills is 200-hectares at the core of New South Wales’ ‘Central City’. It is strategic to Greater Sydney’s and Western Sydney’s urbane, liveable and dynamic development.

Seven Hills is a new model of sustainable living, with a mix of employment lands and a variety of housing types centred around effective mass transit with significant green linkages and active transport enhanced by best-practice urban design and planning.

Together with Tonkin Zuliaikha Greer and JMD, Ethos Urban devised seven foundational ideas, or ‘Pillars’, to underpin the new Seven Hills: Implement the Vision for Greater Sydney; Improve and Leverage Commercial opportunities for the employment sector. Redefine the Town Centre; Diversify the Open Space; Increase Density without loss of Seven Hill Character; Mix and Combine Uses; and Implement Sustainability. Our foundational pillars lead to principles and actions for the masterplan.

The initial phase of work was undertaken for DPIE to prepare the background study to set the context for the master planning of the entire Seven Hills Precinct. The second phase was undertaken with Blacktown City Council and included the preparation of the master plan. The master planning exercise includes our design, economics, social strategy, planning and project management teams together with Council traffic and engineering consultants. We have provided a robust design and planning framework to guide the development of Seven Hills into the future. This project will deliver key outcomes for the Seven Hills community by setting planning parameters to progress the quality of the built environment and landscape at Seven Hills.

The team led by specialist project managers brought together a three design teams to generate a comprehensive and efficient process of analysis and master planning including urban design, architecture and landscape design. The process was tailored to the new DPIE methodology including Local Character Statement and also folding in our social strategy expertise. As a result, the master plan is expected to be very well received by the local community.
