Ethos Urban was engaged to undertake a fit for purpose review of four existing public amenities within Council facilities, to inform the preparation of a public toilet amenity’s improvement plan for new and upgraded public amenities within the municipality.

Public amenities include publicly accessible toilets, change rooms, showers, parent rooms and cleaner rooms. An audit of the four public amenities was undertaken by the project team. This included a desktop review of floorplans ahead of a site visit to each public amenity.

The assessment consisted of reviewing Facility Condition, Safety and Security, Gender Equitable Access, Environmental Sustainability, Public Realm Integration, and Geographic Proximity to Other Facilities.

The Review established a clear policy position on public amenities and provided the framework to assist Council in planning for the future upgrades, management, and maintenance of amenities.
